Where the cliff sits in 2027
The 2027 cutoffs are $63,840 for one person, $86,560 for a couple and $132,000 for a family of four. Above them, you pay the full premium: about $795 a month for a single 45-year-old and $2,434 for a family of four with 45-year-old parents at the 2027 national average benchmark. The enhanced credits that used to cap premiums at 8.5% of income expired after 2025.
If you are near the line
If your income is close to the cutoff, managing modified AGI can bring the credit back, and one dollar over removes it entirely. Pre-tax retirement contributions, HSA contributions and, for the self-employed, business expenses and retirement plans all lower MAGI. Early retirees can choose which accounts to draw from. Plan this with your tax advisor before the year starts, not after.

If you are well above it
Then the job is lowering full price. Healthy people can usually drop from Gold or Silver to an HSA-eligible Bronze plan, choose an EPO instead of a PPO, consider underwritten or Farm Bureau options in their state and, if self-employed, deduct the premium. A business owner with employees may do better with a level-funded group plan or an ICHRA.
2027 by the numbers: Family of four, parents 45
| Benchmark Silver, full price | $2,434/month |
| Typical Bronze HSA plan (about 22% less) | $1,899/month |
| Premium saved per year | $6,420 |
| 2027 HSA contribution limit | $9,000 |
| Federal tax saved on a full HSA at 24% / 32% | $2,160 / $2,880 |
2027 national average benchmark from KFF ($704/month at age 40), scaled with the federal age curve; Bronze discount is a typical ratio, not a quote. HSA limits from IRS Rev. Proc. 2026-24.
Who this fits, and who should skip it
| Good fit if | Think twice if |
|---|---|
| Your income is near or above the 400% FPL line | Your income is far below the cliff |
| You can make pre-tax contributions | You cannot change your income timing |
| You plan your income before the year starts | You get employer coverage |
A real-world example
A self-employed family of four earning $140,000 is just over the $132,000 cliff. A $9,000 family HSA contribution and a larger SEP-IRA contribution bring their MAGI under the line, and they qualify for a premium tax credit. Without those moves they would pay the full $2,434 a month.
Illustrative example using 2027 national averages (KFF benchmark of $704/month at age 40, federal age curve); not a quote.Benefits and tradeoffs
| What you gain | What to weigh |
|---|---|
| Pre-tax contributions can restore the credit near the line | One dollar over the line removes the whole credit |
| HSA and retirement contributions build wealth at the same time | Income estimates must be accurate or the credit is repaid |
| Plan design changes cut full price | Underwritten options carry real limits |
| Premium deduction helps the self-employed | Requires planning before the year starts |
